Description & Context

Enacted as the fourth bill of the newly formed Telangana legislature in 2014, TS-iPASS replaced fragmented offline approvals across 25+ departments with a unified digital portal based on self-certification. The framework integrates 28 pre-establishment and 9 pre-operational approvals into a single Combined Application Form, reducing documentation from 100+ papers to just 12 rationalized enclosures. Time-bound clearances are enforced by a statutory penalty of Rs. 1,000 per day on non-compliant officials, with a 'Deemed Approval' clause that automatically grants clearance if deadlines are missed. Over its first decade, the system has attracted Rs. 2.85 lakh crore in investment and propelled Telangana to the #1 Ease of Doing Business ranking nationally.
